Current planning applications of interest
These applications have caught our attention recently:

Proposed change of use of offices to a mixture of 9 no. one and two bedroom flats and studio apartments with conversion of outbuildings to provide two dwellings. Currently utilised as Solicitors Offices with parking at the rear of the burgage plot. Although these applications were submitted separately it is difficult not to consider them together!
The Society has objected to the first because we felt more attention should be given to where/how waste is to be stored and managed. Subsequently we felt that too much of the burgage plot is devoted to this detached house application at the expense of the land allocated to the other application. We also questioned whether there should also be a Listed Building application for this half burgage plot? |
We objected to the flat conversion application on grounds of significant overdevelopment plus an ill-defined waste management system that risked exposing neighbouring listed properties to noise, unpleasant views and smells. The risk of waste bins being left on the High Street was also very high.
The application for flats has been revised from nine to seven, the waste management was a little better defined and cycles were now to be stored in a ground floor street facing room. We found all these revisions inadequate or inappropriate so we repeated our objection. The applications await a decision.

Change of use from D2 to residential and subdivision of existing unit to create two separate cottages.

The Society objected to this application on the grounds of poorly thought out waste management systems. The proposed division precluded the Church Street facing half from any access through the property to the rear yard where it seemed their waste bins were to be stored. Reaching them would involve a walk round into St. Mary’s Lane, we thought that unacceptable as we would if storage of bins was planned internally. We also queried the size of some of the proposed room sizes and allocation. The application awaits a decision.
We regret that all three of these applications involve the loss of sizeable accommodation either for offices or largish homes, something in short supply in town.
We also stated our expectation that in any approvals of these and such applications TBC include conditions of continued provision of specifically identified waste storage facilities whilst the property usage remained as permitted. There have been cases of selling off such facilities so depriving residents of waste storage space with consequential pavement storage, such conditions prevent that.

Whilst applauding the intention to reinstate these moorings, the Society has objected to the detail of the fencing proposed which does not conform to an agreed unifying standard for new fencing (erected by TTC or TBC) along the Mill Avon Riverside Walk. There are also problems with wall maintenance and rubbish accumulation caused by the fencing design proposed. We recommended that the agreed public realm standard of three bar fencing be used, see application file for detail.

TTC decided to withdraw the application and resubmit after considering the various objections etc. Anticipating it will be resubmitted it will remain here presently.
