Public consultation Right to Regenerate: Reform of the Right to Contest, proposals to strengthen the right and make it simpler to use as the new ‘Right to Regenerate’. Ends 13/03/21.
Strand 2 of the Community Right to Contest allows members of the public to request that the government directs the disposal of unused or underused land, including vacant homes and garages, owned by public bodies. See POLICIES/GENERAL.

Consultation outcome - Government response to the local housing need proposals in “Changes to the Current Planning System” which ended on 1/10/20.
The Government has made changes to its proposals, primarily it does not propose to proceed with the specific changes to the standard method of assessing local housing need. Instead, a reformed standard method will be used. See POLICIES/GENERAL.

Public Consultation Supporting housing delivery and public service infrastructure. Closes 28/01/21.
This consultation seeks views on: a proposed new permitted development right for the change of use from Commercial, Business and Service use to residential to create new homes, measures to support public service infrastructure through the planning system, and the approach to simplifying and consolidating existing permitted development rights following changes to the Use Classes Order.
On 06/01/21 TCS participated in a working session with TTC Planning Committee to develop a response. A version of this will be returned on behalf of TCS. SEE POLICIES/GENERAL.

Permission given for change of use of existing engineering workshop at ground floor level to 1 no. residential unit and associated external alterations at The Tallets, St Marys Lane (20/00805/FUL). TCS objections to original waste bin positioning acknowledged in revised approved plans.

Permission given for 7 apartment re-development of 27 Church Street (20/00010/FUL). TCS objections to over-development yielded no result, neither did our objections to Bin positioning. However, there are welcome conditions regarding Bin screening and their lifetime retention that are probably attributable to our comments.

ANT (Avon Navigation Trust) installed replacement buoyed boom on Mill Avon near Abbey Mill on EA (Environment Agency) instruction and under “permitted development” (not requiring planning application). TCS supports local residents’ contention that the new boom degrades the local Conservation Area environment and their efforts to have the EA agree modifications to the boom.

At the TTC Buildings and Moorings committee zoomed meeting it was agreed to withdraw then resubmit the Planning Application for restoration of moorings at the rear of Priors Court (19/00144/FUL). TCS had objected to certain aspects of the application so welcomes this decision and offers to assist in preparing for application resubmission. See ISSUES/PLANNING APPLICATIONS OF INTEREST.

TCS responded to the consultation on the White Paper “Planning for the Future”. The response was coordinated with that of TTC (Tewkesbury Town Council). In addition, TCS endorsed a joint response from Gloucestershire Civic Societies. See POLICIES/GENERAL.

TCS participated in TTRP (Tewkesbury Town Regeneration Partnership) zoomed meeting where we were updated and invited to give input on plans for spend of Covid-19 grant for health and commercial mitigation measures. Suggested “one-way” pavement designations will not be implemented in Tewkesbury after unsuccessful trial in Winchcombe. A set of newly designed signs urging social distancing were to be commissioned and erected, empty shops to be utilised for signage, hand sanitisers installed at key crossing points and Covid Community Protection Officers employed and deployed. The intention is to meet all objectives by end of current lockdown.

We learned that the Deputy CEO at TBC, Robert Weaver, is leaving after four years to take up the CEO position at Cotswold District Council. We congratulate him on his promotion. However, we had developed a good working relationship with Robert Weaver and had secured certain commitments from him in respect of Bin Blight mitigation so now look forward to working with his replacement in the same way and an honouring of those commitments.

We learned that TBC had decided to not trial one-way system in High Street (to allow better social distancing of pedestrians). Pity!

Government White Paper: Planning for the Future
The White Paper, published on 6 August 2020, proposes to radically reform the current English planning system to make it a ‘significantly simpler, faster and more predictable system’. The paper argues that the current system has become too complex, opaque, unpredictable, and slow, particularly in relation to the development of Local Plans, which disincentives wider public participation in planning. It states that there is little incentive for high quality design and the current system simply does not build enough homes. The ambition is for 300,000 homes to be built annually.
The White Paper is subject to a 12 week public consultation, closing on 29th October. Alongside the White Paper, the Government has also published a Changes to the current planning system consultation which takes forward some of the ideas proposed in the White Paper in the short term, before the new system is implemented. This consultation closes on 1st October.
