Unfinished permitted developments


4 Quay Street (14/00744/FUL) 
​Change of use of No. 4 Quay Street from offices to 3 no. apartments, demolition of No. 3 Quay Street and erection of 3 no. apartments and erection of 3 no. town houses on Red Lane. Car parking at No. 1A Quay Street.

​Warehouse, Quay Street (14/00568/FUL)
​Change of use of the listed building (brewery) from offices to use classes A1 Retail/A3 Food and drink with C3 residential use over, Erection of 4 no. new dwellings on Back of Avon.

​These two applications were made by the owners of the Healings Mill property, being the two sites on the bottom corners of Quay street. Both applications were finally approved in 2014 but they are now lapsed because nothing has started. The owners are not actual developers, they prepare sites for development then sell on; these two sites remain unsold. Perhaps this will be so until the main Ham site redevelopment is resolved.

​The Black Bear, 67-68 High Street (18/00525/FUL)
Proposed internal and external alterations to public house including new canopy over terrace, new flat roof over courtyard and insertion of rooflights and lantern. ​

​This welcome development seems to be going ahead albeit slowly. They have discharged various planning conditions. 
​
Old Riverside Hotel, 66 High Street (16/01175/FUL)
Alterations to 2nd floor to convert 4nos flats into 3nos flats. Change of use of 1st & ground floor including partial demolition of rear and alteration to create restaurant, 3nos 1st floor flats and 4nos mews cottages. Creation of new public footpath adjoining river. 

​​Finally, after many revisions, this application was permitted last summer and work continues including renovation of the facade which is now looking quite handsome.

Old Abbey School and Magistrates Court (12/00866/FUL)
Part demolition of existing gymnasium, part new build and refurbishment of existing building to form 19 apartments (part retention of works already carried out) - Resubmission. ​

​This development seems to have ground to a halt. We know that apartments in the old Magistrates Court were completed but are unsure whether any were sold. The same applies to the town houses. We think that no apartments are yet completed in Avonbrook House. We regret very much that this development has seemingly stalled because it was to be an attractive addition to Tewkesbury’s apartment stock. We are also now concerned that the properties, particularly Avonbrook House, will not be allowed to deteriorate and will be seeking reassurances from TBC that such will not be the case.
 
The latest news is that Avonbrook House was advertised very recently on ZOOPLA for auction and was then withdrawn before now being sold. Where that leaves the remaining part of the site, largely already developed, we are trying to determine. We will watch with interest what is now proposed for Avonbrook House and trees on the sold site that enjoy preservation orders.​

Baptist Church, Station Road (18/01194/FUL)
Construction of 5 no. 1 bedroom apartments, following a section of the existing church being demolished and the alteration and extension of the church to provide a new worship space and associated facilities.​

​The site is just outside the Conservation Area but will be a fairly prominent change to that corner of Chance Street and Station Road. We made no comment but agreed with those of the Conservation Officer. The application was permitted in June last year but we understand work has yet to be started.
​ 
27 Church Street, (20/00010/FUL) Change of use of existing offices into 7 apartments, including internal alterations, part demolition and proposed single storey extension.
​

​The Society objected to this application on grounds of overdevelopment and bin positioning/screening.

​Conditions were included to ensure screening and life-time retention of bin screening.

​The Tallets, St Marys Lane (20/00805/FUL) 
Change of use of existing engineering workshop at ground floor level to 1 no. residential unit and associated external alterations
​
 
The Society objected to this application due to the proposed siting of the Waste bins on the front of the property thus degrading the local environment for locals and visitors alike.

​The local environment is part of the Riverside Walk, is in the Conservation Area and is rich in Listed Buildings and historical sites. We recommended alternative waste bin sites within the property surroundings but out of direct view, see application file for detail.
​ 
​The application has been revised to reposition the bins (see plan), we withdrew our objection but recommended that a condition be included in any permit that such positioning be maintained for life. ​However, this condition was not included in the subsequent permit. We will keep a close eye on things through completion and occupancy.
